Visiting for the first time in February 07

I will be spending 2-3 days in Vienna and have no idea what to do, where to stay, etc. It looks like an elegant city, so I would probably spend a little more and do it right.

Any thoughts on...

*Perhaps a 3-4 star hotel in the BEST possible location?

*%26quot;Must see%26quot; sites

*Weather in late February

*Things to do in February

Any info would be much appreciated.
